Il formato .wmv è proprietario di Microsoft.
Probabilmente non è quello che ti serve, ma io ho risolto alcuni problemi
di licenza/compatibilità con VirtualDub e questo:
Windows Media Video 9 VCM

Microsoft® Windows Media® Video 9 VCM is a compressor that works with the
Windows Multimedia video compression manager (VCM) to encode Windows Media
Video. VCM is typically used to encode content for use in audio-video
interleaved (AVI) files, but you can use other container formats as well.
Windows Media Video 9 VCM provides the quality and flexibility of Windows
Media Video without requiring the Advanced Systems Format (ASF) container.
ASF is the container specification to which the familiar WMA and WMV files
conform.
This compressor driver is designed to be used with VCM. You can find more
information about using VCM, and about working with AVI files, in the Video
for Windows section of the MSDN® Library.
You can configure the settings of the encoded video output by using the
Windows Media Video 9 VCM properties dialog box. This documentation
describes the properties that are available and how to use them.
