We've put some small UARTs we designed in a CPLD (actually, a very small FPGA) and have developed some open-source Linux device drivers for it. Can fit up to 5 of them (with RTS/CTS) in a small $3 CPLD. For the TS-7300, which has a bigger FPGA, we designed a board with 34 UARTs (http://www.embeddedarm.com/~joff/34comm-stcllw.jpg)
