Once you hear the buzzing you have to hit down arrow I found between 15 and 20 
times then you'll here it hook on the chest.  Hope this helps.

  I am having problems with picking up treasure chests.  I turn on the finder, 
here the buzz use the down errow to put the hook in the water.  I never here it 
hit the chest.
