[liblouis-liblouisxml] Is it time for new releases?

I think that with the new documentation and features in both liblouis
and liblouisxml it is time for new releases. For liblouis the version
number would be 1.6.0 and for liblouisxml 1.9.0. how about noon UTC on
Monday, 20090223 as the release date. This should give us time to get
some table problems sorted out.
Then we can also make a new Windows binary.
