My experience using a flash on my R9.  Set the camera
to "F" (flash) mode.  Set flash to manual.  Point
camera at subject you want to shoot and then push ALL
THE WAY DOWN on the depth of field slider button. 
Flash will go off.  Camera will tell you what f stop
to use.  KEEP R9 in the "F" mode and shoot away!  By
the way, you can use a shutter speed up to 1/250s,
however the Leica R9 manual suggests using 1/180s or
1/125s with very powerful flash units to take
advantage of their longer flash duration.  

I'm not sure if this answers your question or not.  I
do know that the above method works.  In the long run,
I did go out and buy a incident light meter that could
read flash.
