Recognizing the problems is a vital step toward solving them.  Wildlife in a 
popular area can be much more tolerant of people OTOH all those people will 
inevitably make the birds move around a lot.  One trick is to go to a popular 
spot on a 'off' day when there are fewer people than normal: the birds are 
accustomed to people at close range but they're not stirred up as much by the 
casual passers-by.
