I think that anyone who knows Dr. Barbour knows that he doesn't have problems with minorities. A large portion of his patients were minority (he is retired). I think he is referring to the one braid that is pointing to the sky like Dilbert's tie. Implying that Steve Barbour is a racist is like implying that Mother Teresa was elitist.
