If you want to make it less noticable make a duplicate layer. Use
curves to bring this level down...making it darker. Then make a layer
mask. Select the air brush tool. Paint on the layer with black
paint..the correctly exposed under layer will show up. You can vary
the amount you open up different areas by varying the flow and opacity
of the black. This works great.
You can also do the same thing using the history brush.
Both methods work far better than the burn tool.
