All they are saying that they are liable for a maximum of the declared value. "risk of any loss IN EXCESS OF THE DECLARED VALUE is assumed by the shipper".
What they are doing is limiting their liability for consequential damages, I think. They lose a package of papers that causes you to mess up a business deal and lose $1,000,000. You declare the value at $50. They will not pay you the $1,000,000.
What interest would 60 minutes have in this? Why is it a problem? If they do not live up to the terms of this paragraph, then there clearly is a problem. If they do live up to its terms, that is goodness, no?
If they really will not pay more than $100 for lost used cameras, that IS a problem. I fired a question off to UPS (not FedEx) on this topic -- let us see what they say.
