I do believe you are right-- I confused it with rough shooting -- e.g. over swedes, walking behind a dog, not as in driven pheasant and grouse.
here in the US angling and shooting are both becoming more and more an elitist game,-- if you fish most placers you really need a boat 'cause shore access has been sewn up, and land is so posted against hunters that one often joins a club or goes to a shooting preserve (both of which can cost real $$$$)
