described the offer by Latvian NGO Sevrons which is looking for partners
within EU Phare Cross Border Co-operation programme in the Baltic Sea
Region. 

Please read it firstly and make the decision within Your organisation: the
deadline for submitting the documents is June 29, 2004 but we need Your
answer and documents earlier in order to prepare the proper project
application.

Dear Sorex friends!

I hope You remember me and other Latvians who participated in the summer
camps in Otepaa and Hiiumaa organized by SOREX. It was a real fun and we
really enjoyed it! I hope that SOREX is going to organize the summer camp
again!
But now I have a suggestion for You: I believe You have heard about Phare
programme ? it is managed by our national governments and now there is
Phare Cros Border Co-operation programme opened in Latvia with the
deadline June 29, 2004.
One of Latvian non-governmental organisation ?Ðevrons? (?Shevrons?) is
preparing the Phare project application with the aim to maintain the
underwater historical heritage in the Baltic Sea. The organisation unites
divers who has a great experience in diving activities and inspecting the
historical objects under the water. The organisation is doing it legally,
in co-operation with the State Culture Heritage Inspection. As far as
there are plenty of ships sunk in the Baltic Sea, the organisation is
preparing the Phare project in order to organize underwater inspections
and making a survey of the ships sunk at the Baltic Sea coast. The
expeditions will be organized on the summer camp basis, similar like it
was in Hiiumaa and Otepaa. Approximate number of participants: 20 persons.

Unfortunately they contacted me only today (Thursday, June 17) and asked
for assistance in finding the partners. The Phare CBC guidlines are
requesting at least one cross-border partner, it can be also the Estonian
organisation. So, my first idea was to ask SOREX whether it would be
interested to be involved as a partner in this project where the
maintaining the underwater historical heritage is one of the basic
targets.
The organisation is offering the following:
1. Cross-border partner does not have to provide co-financing (of course,
it would be better to provide some symbolic sum to prove the mutual
understanding of partners and get some plus points in the evaluation
process but it is not obligatory);
2. The partner will participate in the summer camp (in 2005, the date is
not set yet) organized by Shevrons in summer at the coast of the Baltic
Sea in Latvia;
3. The partner has to cover the travel costs from Estonia to Latvia;
4. Accomodation and participation in the diving activities will be
organized and covered by the applicant (Shevrons).
Partner?s benefits:
1. Getting know some more very nice Latvian guys who are excellent in
diving;
2. Getting know more about the underwater historical heritage;
3. Getting know more about underwater archaeology;
4. Practical participation in diving activities and inspection of
underwater objects;
5. Creation the basis for further co-operation with Latvian divers?
organisations.
 
Please, let me know Your opinion: because the deadline is June 29, there
is a shortage of time in finding the partners. I know this is not the way
how to develop the serious partnership but I am just helping my friends to
find the partners... with the perspective of fruitful co-operation in the
future!
Or probably if You know some other non-governmental organisation which may
be interested in participation, it would be great if they would contact
Shevrons as soon as possible.
In attachment You will find the documents needed. Please, pay a special
attention to them! This year the Phare guidlines are the stupidest I have
ever seen! They are requesting to translate (!) faithfully the documents
into English or Latvian and approve them!
