Not necessarily, as also in GPSy both the formats are available.
You can simply test this by either moving 1 degree north or east and
see that there is no place where you find your position indicated as
higher than '.59' and then it flips to '.00'. funny sight when you
move across towns; you seem never to find AP's in certain locations
(ie. .60-.99)

Maybe one thing you /want/ to give us in d is a 'reset gps susbsystem
upon wake from sleep'...
