I have discovered one of my neighbors has an unprotected wireless network.

Using an online bandwidth tester with my own DSL I get a connection speed of 582 kbps. Conversely, while using the neighbors wireless network I get a connection speed of 3124 kbps!

Obviously they have a cable connection but man alive, what a difference.

From a legal stand point, how is one to know if a wireless network is purposely made available to others or not?
