[JYO] more on the ADIZ from Dennis...

Kent's note is pretty accurate.  If what she announced is anything  like
the draft I reviewed two weeks ago, Leesburg is 'just' inside the  30
mile ring (2.1 miles, I do believe).   She's announcing it  today
(according to staffers I've talked to) because she really, really  needed
something positive to report to a crowd she believed would be  incredibly
hostile to her, because of the user fee issue.

According to  the DRAFT plan, JYO traffic will still have to file a plan,
but we will use a  set of standard fixed codes, and will NOT have to talk
to Potomac (Clearance  or Approach) if VFR.  You'll just self -report on
CTAF and stay clear of  Class B airspace.  It's not full relief, but it's
a darn sight better  than what we have.  BTW, it appears that JYO is the
ONLY airport that  gets any relief, but I haven't confirmed that yet.  I
have confirmed,  however, that this is a NOTAM, and NOT the final rule.
I expect that  bureaucratic inertia will take effect, though, and there
will be many that  will say the final rule should look like this.  You
can be sure that  Leesburg Airport isn't done fighting yet.

CAUTION:  There will be  much traffic in the Ethernet about this in the
next few days.  I  recommend we all just sit tight and wait for the
actual NOTAM, and the  inevitable reclama's, and then final guidance will
be published.  Expect  the rule to go into effect August 30th.  Expect
changes.  Expect  much confusion.  Expect pattern traffic not to be
addressed.   Expect enforcement not to be addressed.  Expect that it'll
have to be  rewritten later this fall.

Expect the unexpected.
