[JYO] currency/proficiency VFR at JYO

I wanted to fly VFR out of Leesburg via Visual Flight Rules to "practice" 
tracking a VOR (since I use GPS all the time) and I wrote to Karen Arendt at 
the Dulles FSDO to see if in her opinion the flight could be carried out by 
me legally solo.

Her answer is below..  What it means to me is that each pilot must be 
prepared to read each and every notam regarding their impending flight and 
adhere to it to in every detail.

I took time to review the NOTAMS. NOTAMS that apply to VFR operations inside 
and outside the "enhanced class B" airspace (ECB) and JYO are 0617 (special 
notices); 1474/1475, and 1225. The definition of flight training is "FLIGHT 
TRAINING" MEANS THAT TRAINING, OTHER THAN GROUND TRAINING, RECEIVED FROM AN 
AUTHORIZED INSTRUCTOR IN FLIGHT IN AN AIRCRAFT.

Note that proficiency and currency flights are permitted OUTSIDE of  
"enhanced class B" airspace (ECB) which does not include the airspace 
overlying JYO. Solo operations are permitted both outside and inside ECB, by 
defining student solo operations of aircraft 12,500 lbs or less (outside 
ECB); and supervised solo operations of aircraft 6000 lbs or less (inside 
ECB). Also note that the restrictions increase as you get closer to DCA. The 
takeoff gross weight (TGW) of aircraft 
operating within 18 to 25nm of DCA, is 4,000lbs:
      
NOTAM 0617: FLIGHT TRAINING OPERATIONS (SEE DEFINITION) AND 
PROFICIENCY/CURRENCY/STUDENT SOLO OPERATIONS (NO INSTRUCTOR REQUIRED) ARE 
AUTHORIZED OUTSIDE "ENHANCED CLASS B AIRSPACE" FOR PILOTS OF SINGLE AND 
MULTI-ENGINE NON-TURBOJET POWERED AND NON-POWERED AIRCRAFT WITH A MAXIMUM 
CERTIFICATED TAKEOFF GROSS WEIGHT OF 12,500 POUNDS OR LESS.

FLIGHT TRAINING OPERATIONS (SEE DEFINITION) WITHIN "ENHANCED CLASS B 
AIRSPACE", EXCEPT THE BOSTON "ENHANCED CLASS B AIRSPACE" AREA AND EXCEPT FOR 
OPERATIONS WITHIN THE NEW YORK AND WASHINGTON DC TEMPORARY FLIGHT RESTRICTION 
AREAS, VFR FLIGHT TRAINING OPERATIONS AND SUPERVISED STUDENT SOLO OPERATIONS 
ARE AUTHORIZED FOR SINGLE AND MULTI-ENGINE NON-TURBOJET POWERED, NON-POWERED, 
AND ROTOR DRIVEN PISTON POWERED AIRCRAFT WITH A MAXIMUM CERTIFICATED TAKEOFF 
GROSS WEIGHT OF 6000 POUNDS OR LESS.
     
Please take note of the 5 requirements to operate within the enhanced class B 
airspace, including Mode C transponder requirement:
          
1) DEFINITION REPEATED: "ENHANCED CLASS B AIRSPACE" REFERS TO THE CLASS B 
AIRSPACE AND THAT AIRSPACE UNDERLYING AND  OVERLYING THE CLASS B AIRSPACE 
FROM THE SURFACE TO FL180. THIS DEFINITION DOES NOT CHANGE THE ASSOCIATED 
RULES AND/OR SERVICES PRESCRIBED FOR CLASS B AIRSPACE. ADDITIONALLY, THIS 
DEFINITION DOES NOT CHANGE THE ASSOCIATED RULES AND/OR SERVICES PRESCRIBED 
FOR THE UNDERLYING/OVERLYING AIRSPACE. 
     
2) THE FOLLOWING OPERATIONS ARE NOT AUTHORIZED UNDER THIS PROVISION AND 
REMAIN PROHIBITED FROM OPERATING VFR IN "ENHANCED CLASS B AIRSPACE": NEWS 
REPORTING, TRAFFIC WATCH, CIVIL AIRCRAFT BANNER TOWING, SIGHTSEEING (IN 
ROTORCRAFT AND AIRPLANES) CONDUCTED FOR COMPENSATION OR HIRE (UNDER PART 91, 
PURSUANT TO THE EXCEPTION IN 119.1(E)(2)), AND AIRSHIP/BLIMP OPERATIONS. 
     
3) AIRCRAFT MUST OPERATE USING A CODED RADAR BEACON TRANSPONDER AT ALL TIMES 
WITHIN THE "ENHANCED CLASS B AIRSPACE", USING NORMAL VFR CODES, I.E. 1200. 
     
4) CAPABLE AIRCRAFT MUST MONITOR THE GUARD FREQUENCY ON 121.5/ 243.0 AT ALL 
TIMES WITHIN THE "ENHANCED CLASS B AIRSPACE". 
     
5) APPROVAL/WAIVER TO OPERATE WITHOUT A CODED RADAR BEACON TRANSPONDER MUST 
BE OBTAINED PRIOR TO THE FLIGHT, AND ON A FLIGHT-BY-FLIGHT BASIS, FROM THE 
LOCAL AIR TRAFFIC CONTROL FACILITY CONTROLLING THE AFFECTED "ENHANCED CLASS B 
AIR- SPACE".
