[JYO] Waste Oil dump Update

The waste oil receptacle for public use is currently inside the fuel farm 
area.  During the week, airport maintenance personnel will be glad to open up 
the gate for those wishing to dump waste oil, and Piedmont's linecrew will 
handle it at all other times.  As soon as possible, we are going to relocate 
the waste oil tank just outside the fenced fuel farm for easier access, and a 
key will be available at the Piedmont desk to open the tank.  Ed, I hope this
