[JYO] Updated/Corrected TFR for DC

Apparently the original TFR map that was provided to me was in Staute miles 
(which made it look like you could use the North half of the runway and be 
legal).  The graphic below is the corrected one in Nautical Miles and also 
depicts the "Special Flight Rules Area"
