Three 30-mile TFRs Will Ground or Restrict Part 91 and Part 135 Aircraft 
During September 11 Anniversary Events

In an August 27 briefing, the FAA gave an overview of temporary flight 
restrictions (TFRs) anticipated during the first anniversary of the September 
11 terrorist acts. TFRs will be in place over Washington, DC, Somerset, PA, 
and New York City at varying times on September 11, 12, 13. Presidential, 
Congressional and foreign dignitary participation in September 11 anniversary 
events largely drive these restrictions.

Part 91 and 135 operations will be prohibited within TFR airspace during 
these restrictions. 

Similarly, Part 91 and Part 135 aircraft located at airports within the TFRs 
will be grounded during these restrictions. 

NBAA anticipates NOTAMs to be issued by the end of the week with specific 
date, times and locations. 

PENTAGON - WASHINGTON, DC
> Date, Time: September 11, 2002, morning, specific times will vary with 
> scheduled ceremonies
> 
> Location: 30-mile TFR, surface to FL 180, centered on the Washington 
> Monument.
> Includes operations to/from Washington Dulles International (IAD) and 
> Baltimore Washington International (BWI), in addition to existing 
> restrictions to Reagan National (DCA)
> 
> Known restrictions during effective times:
> 
> 
> No traffic over or near ceremony sites 
> No Part 135 or Part 91 operations 
> No VFR operations 
SOMERSET, PA
> 
> Date, Time: September 11, 2002, mid day, specific times will vary with 
> scheduled ceremonies
> Location: 30-mile TFR, surface to FL 180, centered near Somerset, PA 
> (specific coordinates will be published in a NOTAM)
> Known restrictions during effective times:
> No traffic over or near ceremony sites 
> No Part 135 or Part 91 operations 
> No VFR operations 
NEW YORK
> 
> Date, Time: September 11-12, 2002, FAA expects two time periods of 
> restrictions each day, morning and late afternoon/early evening, specific 
> times will vary with scheduled ceremonies
> Location: 30-mile TFR, surface to FL 180, centered on Ground Zero
> Known restrictions during effective times:
> No traffic over or near ceremony sites 
> No Part 135 or Part 91 operations 
> No VFR operations 
> New York City heliports will be closed during time periods 
NEW YORK, General
> 
> Date, Time: morning of September 11, 2002 through evening of September 13, 
> 2002, specific times will released in pending NOTAM
> Location: 30-mile TFR, surface to FL 180, centered on Ground Zero
> Known restrictions during effective times:
> Operations allowed only for aircraft on IFR flight plans, with a maximum 
> certificated takeoff weight of 12,500 pounds or greater 
> No air file IFR operations 
> No VFR operations 
> All aircraft must arrive and depart airports with operational air traffic 
> control tower. 
> The status of the 30th street and 34th street heliports is still 
> undetermined, however, operations may be restricted only to based aircraft 

Medivac, law enforcement and Department of Defense operations will be exempt 
from flight restrictions. 
Operators are reminded to check NOTAMs prior to flight.
NBAA will post the NOTAMs and further updates as soon as they are availbale.
