Plan to eliminate ECB, open some Washington, DC, area airports pending
Awaits final approval from Homeland Security Office

12/14/2001 1:44:02 PM ET — After weeks of intense dialogue and negotiation 
with AOPA and other agencies, the FAA is poised to publish a plan that would 
reduce the size of the temporary flight restriction areas (TFRs) around 
Washington, D.C., Boston, and New York. This plan could restore general 
aviation operations at some of the airports currently restricted by emergency 
flight rules. The plan is currently under review by the Office of Homeland 
Security. AOPA is in contact with these security officials and will continue 
to impress upon them the urgent need to move forward with this revised 
airspace plan.

However, AOPA President Phil Boyer cautions pilots, "This is the latest 
information we have, which we are publishing in the spirit of providing the 
best intelligence we can to those who are still grounded on the East Coast. 
At the same time, we are dealing with an ever-changing national security 
environment. Pilots who continue to suffer from a three-month grounding of 
their aircraft should not yet start planning holiday travel out of the 
affected airports."

AOPA has learned that FAA's proposed revised TFR configuration would restore 
operations at College Park, Potomac, and Freeway airports. These airports 
have been completely shut down since September 11. Concurrent with the 
reduction of the TFRs, AOPA anticipates that the FAA will also eliminate 
enhanced Class B airspace.

AOPA has worked together with FAA, DOT, and Defense officials to develop this 
revised airspace plan.
