Part 91 IFR operations expected to be permitted today   
Part 137 agricultural operations may begin flying   
— It is expected that the secretary of Transportation will 
announce shortly the opening up later today of the National Airspace System 
(NAS) to general aviation IFR operations. AOPA President Boyer learned from 
the FAA head of Air Traffic Control that there will be 25-mile areas around 
both JFK and DCA VORs that will be restricted. Those restricted areas include 
several GA airports.

It is critical that pilots anywhere in the country obtain a full and complete 
preflight briefing, with particular attention to notams and many airspace 
restrictions that have been put in place since Tuesday's tragedy. In 
addition, security at airports will be tight, and any GA facilities 
co-located with airline operations will require strict adherence to the GA 
ramp guidelines. Successful implementation of this IFR phase, which covers a 
substantial number of aircraft and pilots, will assist in the timely, future 
decision to implement VFR operations.

Meanwhile, the FAA has just issued a <A 
HREF="http://www.aopa.org/whatsnew/newsitems/2001/010914notam.html";>notam</A> 
permitting Part 137 agricultural
