PILOTS TO RECEIVE TRIAL RELIEF TO ADIZ FRINGE AIRPORTS     

October 28, 2003 - Pilots who operate at several airports located just inside 
the perimeter of the Washington D.C. air defense identification zone (ADIZ) 
will get a measure of relief beginning November 1 as the FAA begins a 60-day 
ADIZ ingress-egress test period for two airports-Maryland's Bay Bridge (W29) 
and 
Kentmoor (3W3)-and an egress only test period for 12 others-Virginia's Airlie 
(2VA9); Harris (VA97); Meadows (3VA1); and Upperville (2VG2), and Maryland's 
Albrecht (MD48); Martin (MD90); Martin State (MTN); Mylander (MD92); Stewart 
(MD64); St. John (4MD9); Tilghman Whipp (7MD9); and Wolf (1W5). 
Pilots using Bay Bridge and Kentmoor will be allowed ingress and egress 
privileges without being required to file a flight plan, provided they comply 
with 
the specific provisions outlined in FDC notice to airmen (NOTAM) 3/0347, which 
becomes effective November 1. Pilots will be required to monitor the CTAF 
frequency until leaving traffic pattern altitude, then monitor the appropriate 
Potomac TRACON frequency until clear of the ADIZ. Bay Bridge 
arrivals/departures 
must squawk code 1227, while Kentmoor operations must squawk 1233. Those 
unable to comply with the test procedures will be required to operate under 
those 
procedures outlined in the ADIZ requirements.
Also beginning November 1, pilots at the 12 other facilities can depart 
without filing a flight plan but will need to abide by the ADIZ requirements on 
arrival. Aircraft are required to squawk 1205 to indicate their intent to 
depart 
via the new egress procedures described in FDC NOTAM 3/0357.
The announcement signals the procedural ADIZ relief EAA described earlier 
this month. "This is great news," said EAA's Vice President of Government 
Affairs 
Earl Lawrence. "It is the first step in what we hope is a restoration of 
flight privileges within the ADIZ, balanced, of course against requirements for 
national security within the D.C. region. Although a long time coming, this is 
tangible evidence that the Transportation Security Administration (TSA) is 
listening to the concerns of EAA and the other general aviation advocacy groups 
as 
we work to obtain reasonable reforms to the current TFRs and ADIZ 
restrictions. EAA stresses to pilots that this has been set up as a test 
period, so it's 
very important to understand the new procedures, follow them to the letter, 
and allow general aviation to pass the test."
