No Movement In Advance Of Tonight's Meeting

Representatives from the Peterson Companies are meeting with  members of the 
Leesburg Town Council tonight to review the developer's  Crosstrail 
application a final time with the goal to reach some consensus on  
transportation 
proffers, residential density and utilities.

County  supervisors, who plan to vote on the rezoning application later this 
month,  encouraged the meeting, saying in December that the town should have 
one last  shot to try and influence development on the land surrounding its 
border.  Leesburg council members have sought a boundary line adjustment to 
bring 
the  500-acre property into town prior to the board deciding on the Peterson  
Companies' rezoning and comprehensive plan request. Supervisors denied that  
request.

Leesburg staff members met with Peterson representatives in late  December in 
an attempt to make some headway before tonight's meeting. Following  that 
meeting, Leesburg senior planner Scott Parker said, town staff members  again 
presented details about how they determined additional transportation  
improvements were needed to mitigate the traffic impacts the 1,100 homes and  
nearly 1 
million square feet of retail and almost 2 million square feet of  office and 
industrial uses will create.

Town representatives also  revisited their concerns about placing homes near 
the Leesburg Executive Airport  and the town's desire to extend utilities to 
the site, as has been planned for  years. The Crosstrail property is just west 
of the Leesburg Executive Airport  and adjacent to the town's southern 
boundary. The Dulles Greenway follows its  western border.

Parker said Peterson representatives did not provide  revised plans and 
remained steadfast on the details in their most recent  submission.

The council will meet in a special session tonight at 7 p.m.  in Leesburg 
Town Hall to again attempt to reach a consensus with the mixed-use  developer.
