Leesburg Town Manager Announces October  Retirement -Delays plans for July 
retirement at the request of Town  Council -
Leesburg Town Manager Robert S. Noe, Jr., announced his plans to retire  
during last night's closed session. At the request of the Town Council, he has  
delayed his retirement from July 2004 to October 2004. 

Mr. Noe was selected as town manager in 1999 following a national search.  As 
chief executive officer, he has overseen town government operations during a  
period of considerable population growth and increased service demands.  

Town Manager Noe has challenged and empowered employees to take ownership  of 
the organization and run the town like a business. He has also championed  
meeting the community and organization's long-term needs, including increased  
population, changing demographics, financial planning and debt management,  
increased service demands. He has been a steadfast advocate for technology,  
ethics and professionalism, bolstering the town's commercial tax base, and  
adjusting the town's tax and fee structure to provide adequate resources to 
meet  
current and 
long-term operational eeds. 

Mr. Noe has more than 30 years experience in local government management.  
This includes service as county executive of Prince William County, Virginia  
from 1978 to 1989, town manager of Herndon, Virginia from 1972 to 1978, and  
assistant to the county manager of Henrico County, Virginia from 1970 to 1972.  
He also served in Florida as city manager of both Taramac and Hollywood. He 
also  worked as the City of Durham, North Carolina's assistant personnel 
director. He  started his career as an intern in Durham. 
Mr. Noe holds bachelor's and master's degrees from the University of North  
Carolina, Chapel Hill. He also is a graduate of the Senior Executive Institute  
of the University of Virginia. He is a former vice president of the  
International City/ County Management Association and a former president of the 
 
Virginia Local Government Management Association. He was recently appointed to  
the 
board of directors of the National Capital Area United Way.
