You're right Paul.....I never meant to infer that FAA was the culprit....to the contrary, in my recent phone conversations with them, I sense that FAA has a collective raised eyebrow over this issue.

While it's virtually impossible to ever find a mea culpa rep at TSA, probably the best contacts to try and explain this putting-toothpaste-back-in-the-tube exercise are:

FOIA's may well work.....The bigger question is: Why do we have to resort to THAT? I always thought that the federal rulemaking process was designed to be transparent from the start.

If you send comments, remember that Tony is a good guy (as are most of the FAA people).  I've known him for about 20 years.  It is the behavior of the TSA that is the issue.
