[JYO] Leesburg Flight Restrictions - Yes, We Can Fly, But Vewwy, Vewwy Cawefully

The goal at Leesburg on Sunday is to get thru the day without any violations
- we want everyone to still have their licenses on Monday. So, here's what
we know:
Briefly stated, from 10 a.m. until 1 p.m. on Sunday, you must have ATC
authorization to fly within 3 NM of JYO. THEREFORE, do NOT use the Leesburg
Maneuvering Area procedure during that time. File a normal flight plan (/A or
/G or
whatever, just not /X), call for your clearance on the RCO, get a txpdr
code, squawk it, make your CTAF calls, and talk to Potomac as you're leaving.
Coming back in, have a normal ADIZ plan on file, call Potomac, get a code,
squawk it, and be talking to them until they turn you over to CTAF.
You know, like we used to do for the last four years.
At two points during that time period there will be an announcement over the
CTAF that the airport is closing shortly. The closure should last for about
10-20 minutes each time. As long as you're on the radio with ATC or listening
to CTAF when that happens, you'll be fine. Arriving aircraft already in the
pattern will be expected to land immediately. Departing aircraft will be
advised on CTAF what to do.
Potomac TRACON has been briefed and will advise all their controllers to
expect the old procedures during the day on Sunday. I don't know about Flight
Service, but based their performance lately, I'd be sure to get them to tell
you what they're typing in for your flight plan.
Government agents will be in residence at the airport on Sunday, as will the
Airport Director. They'll be in constant communication, and the Unicom
operator will be supervised. The theme of the day is communicate, communicate,
communicate. We fervently wish to get thru this evolution with everyone's
ticket
intact, so please help us out as best you can.

something, or get you to the person who does understand it.
