Virginia Airport Sponsors, Managers and Directors:

    The FAA Leesburg AFSS has requested that the Department of Aviation help 
distribute the following information.  Airport Managers, FBO's, and airport 
tenants are asked to post the following information about Temporary Flight 
Restrictions (TFR's) issued by the FAA in a conspicuous place as soon as 
possible.  The FAA asks pilots to acknowledge this information when utilizing 
the services of the AFSS.

The FDC's listed below pertain to:

1.  Temporary Flight Restrictions in Washington and Hagerstown Areas, 
2.  FDC NOTAMs on Intercept Procedures, Monitoring 121.5, 
3.  Flying in the Vicinity of Power Plants, Military Installations, and Dams 
etc.,
4.  Flying in the Vicinity of Sporting Events, and Other Large Open-Air 
Assembly's, 
5.  Deletion of VFR Waypoints in the BWI-Washington VFR Sectional; this      
     change ensures traffic remains clear of areas designated within TFR's.

     advised, the VFR corridors remain closed.

LEESBURG AFSS LETTER TO AIRMEN NO. 02-01

SUBJECT: TEMPORARY FLIGHT RESTRICTIONS

CANCELLATION: July 25, 2003

Temporary Flight Restrictions (TFR) are in place in many states. These TFRs 
are not shown on sectional or other aeronautical charts. TFR information is 
available through the Flight Service Stations (FSS) or DUATS. Violating a TFR 
area can lead to interception by military aircraft and possible FAA legal 
enforcement action being taken.

Proper flight planning is crucial to avoid flight into TFRs. Pilots must 
familiarize themselves with all NOTAMS and TFRs along their proposed route. 
Every pilot needs to obtain the latest NOTAMS from an FSS controller or via 
DUATS immediately prior to flight. The FAA has placed special emphasis on the 
need for the FSS to provide this information to pilots, and pilots should 
query the FSS controller to ensure that they have the most current TFR 
information for their flight. If in doubt ask the FSS controller if there are 
any TFRs to avoid on your route of flight.

The importance of obtaining TFR/NOTAM information prior to flight cannot be 
reinforced enough. The following internet sites provide both textual, and in 
some cases graphical information to assist pilots with access to TFR 
information concerning their route, and increase their ability to determine 
when and where a TFR is located:

Pilots planning on transiting the Washington, D.C. area are reminded that 
with current TFRs and prohibited areas in this locale, it is necessary to 
remain beyond 15 nautical miles of the DCA VOR/DME. 

Changes in airspace operations are constant and cannot be stressed enough how 
essential flight planning is to pilots, and that it is critical they obtain 
all NOTAMs pertinent to their route of flight, including all TFRs.
