Ed,

As you are aware we do maintain two list for tiedowns at Leesburg Airport, 
one for commercial tenants and one for the general public.  Although, it has 
been suggested preference is given to the commercial list, this is not true.  
The 
commercial tenants compete amongst themselves.  The spots that have been 
allocated to Aved, Piedmont, and Aviation Adventures are tiedowns that were 
once 
allocated to Pro Pilots.  No class of tenants has priority over the other.
