Everyone,
 
IAD/HEF has been issued a waiver to ECB procedures.
 
VFR part 91 operations are authorized at HEF as follows:
    1. Arriving aircraft will enter the Class D from the south, remaining 
clear of the Washington Tri Area Class B airspace.
    2. Departing traffic will depart the HEF Class D to the south, remaining 
clear of the Washington Tri Area Class B.
    3. No departures will proceed on an easterly course from HEF.
 
Again the waiver is not worded exactly as what was requested. IAD expects all 
VFR Part 91 flights to remain below Class B and operate in an area bounded by 
a west tangent to HEF Class D and a south tangent to Class D. 
 
VFR Part 91 operations at JYO are still not authorized.
