Mr.  Clem,

As a private pilot and frequent user of Leesburg Airport, I'd like  to voice
my opinion on the proposed plan to swap parkland near the airport  and
replace it with residential dwellings.  I was dismayed with the  previous
Leesburg Council decision to allow 326 houses at the northern end of  the
runway and cannot stand by and watch while the County contemplates  allowing
more housing at the southern end of the runway.

Airports  generate a lot of noise and it is very important to keep houses as
far away  as possible.  The normal traffic pattern for aircraft departing  on
Runway 17 brings them over the proposed Philip A. Bolen Park  at
approximately 800 feet at full power.  Not a problem for a county  park or
commercial development, but potentially annoying for a residential  area.

Leesburg Council has repeatedly voiced their desire to increase the  number
of small commercial aircraft using our airport.  Jets and  commercial-size
twin turboprop aircraft are louder than the small single  engine aircraft
that comprise most of today's traffic.

Lastly, the  current General Plan policy 8, p. 12 specifically discourages
residential  land uses around the Leesburg Airport.  

I hope you will work  diligently to protect our airport from those who do not
have the best  interests of the Leesburg Airport at heart.  Thank you for
your  support.  Please vote to reject CPAM 2004-0020 from  further
consideration.
