Hi folks -
After talking with Tracey, I called and spoke to the Dulles Air Traffic
Management team and also the Airport Manager at HGR. I finally spoke to Tower
Chief Dave Pence at HGR. There is an airspace over P-40 called "Hideaway"
with a block altitude of 20,000-25,000 feet for the F-16's and tankers to
have some secure space to refuel.
A "primary" target popped up on their screen with no altitude displayed, so
the airspace went IMMEDIATELY HOT all the way to the surface and out to 25nm
to allow the F-16's sterile maneuvering airspace while they intercepted and
verified the primary target. There is apparently no NOTAM or time that this
happens. As long as you stay out of the enhanced P-40 you will be ok
according to Dave.
