[JYO] HEF Contruction

Just received from Paul T. Vesely--

The construction start date for the Runway 16L/34R project was determined at
a meeting late yesterday afternoon.  Construction will begin on Monday July
28, 2003.  I will relate the planned events of July 28 in chronological
order…all times are local time.

7/28/03 06:30 local time: The FAA Airways Facilities unit will deactivate
the ILS approach to Runway 16L by shutting down the localizer, glide slope
and MALSR approach lighting system.

7/28/03 20:00 local time: Runway 16L/34R will be closed entirely for a
period of
at least 12 hours.  During this temporary closure period the Runway 16L
threshold will be displaced 700’ and the necessary markings will be painted,
the runway end lights will be relocated and the PAPI system for Runway 16L
will be temporarily decommissioned.  Note that portions of Runway 16L/34R
that are not under construction will still be available for use by taxiing
aircraft that are transitioning from one side of the airport to another via
taxiway intersection Bravo 1 and Taxiway Kilo.

7/28/03 20:00 local time: Taxiway Victor will be closed.  The taxi path for
aircraft crossing from east side to west and vice versa will be taxiway
intersection Bravo 1, Runway 16L/34R and Taxiway Kilo.  Contact ground
control on 121.80 for guidance.

7/29/03 08:00* local time: When all of the necessary threshold displacement
work is completed, Runway 16L/34R will be reopened.  Upon reopening there
will be 5000’ of runway remaining.  There will be a 300’ safety area between
the new threshold location and the area under demolition.  *Note: If the
necessary work is not completed by 08:00 local, the closure period will be
extended until all work is completed.
