FAA makes long-awaited changes to Washington and New York no-fly zones

— In a notam issued late Thursday night that went 
into effect immediately, the FAA began allowing some general aviation 
operations within an 18- to 25-nautical-mile radius of the DCA and JFK VORs. 
That effectively reduces the size of the Washington and New York "no fly" 
zones.

FOR REASONS OF NATIONAL SECURITY EFFECTIVE IMMEDIATELY UNTIL FURTHER NOTICE. 
PURSUANT TO TITLE 14 CFR PART 91.139 THE FOLLOWING EMERGENCY AIR TRAFFIC 
RULES ARE IN EFFECT: PART 1.

NO TITLE 14 PART 91 FLIGHT OPERATIONS ARE PERMITTED WITHIN AN 18 NM RADIUS OF 
THE WASHINGTON (DCA) VOR/DME FROM THE SURFACE TO INFINITY. PART 91 FLIGHT 
OPERATIONS ARE PERMITTED ONLY IN THAT AREA BETWEEN THE 18 NM RADIUS OF THE 
DCA VOR/DME AND THE 25 NM RADIUS OF THE DCA VOR/DME FROM THE SURFACE TO 
INFINITY, SUBJECT TO THE FOLLOWING RESTRICTIONS:

1.ALL OPERATIONS MUST BE IN ACCORDANCE WITH ALL APPLICABLE REGULATIONS AND 
NOTICES TO AIRMEN. 

2.IFR FLIGHT PLANS MUST BE FILED NO LESS THAN ONE HOUR PRIOR TO THE PROPOSED 
DEPARTURE TIME.  

3.AIRCRAFT OPERATING AT AIRPORTS WITH AN OPERATING AIRPORT TRAFFIC CONTROL 
TOWER SHALL FOLLOW ATC INSTRUCTIONS AND ANY ESTABLISHED ARRIVAL/DEPARTURE 
PROCEDURES. 

4.AIRCRAFT OPERATING AT AIRPORTS WITHOUT AN OPERATING AIRPORT TRAFFIC CONTROL 
TOWER SHALL OBTAIN AN ATC CLEARANCE AND RELEASE TIME PRIOR TO DEPARTURE. 
AIRCRAFT SHALL FOLLOW ARRIVAL AND DEPARTURE INSTRUCTIONS AS
ASSIGNED BY ATC. 

5.ALL OPERATIONS MUST BE CONDUCTED UNDER IFR THROUGHOUT THE FLIGHT, EXCEPT 
THAT VFR FLIGHT TRAINING OPERATIONS ARE AUTHORIZED FOR SINGLE ENGINE 
NON-TURBO JET POWERED AND ROTOR DRIVEN PISTON POWERED AIRCRAFT WITH A MAXIMUM 
CERTIFICATED TAKEOFF GROSS WEIGHT OF 4,000 POUNDS OR LESS. PART 91 OPERATIONS 
OUTSIDE OF THE 25 NM RADIUS OF THE DCA VOR/DME ARE SUBJECT TO ALL OF THE 
REQUIREMENTS SPECIFIED FOR THAT AIRSPACE PROVIDED BY OTHER GUIDANCE, RULES, 
AND REGULATIONS.
