FAA ACTIVATES PRESIDENTIAL TFRs OVER PHILADELPHIA 
I am sending this message to advise pilots in and near the 
Philadelphia metropolitan area that the FAA has issued a notam 
restricting flight in the Philadelphia area on Thursday morning. 

President Bush is scheduled to visit two sites in Philadelphia. Each 
site will have a temporary flight restriction (TFR) affecting all 
general aviation operations within a 30-nm radius, and prohibiting 
flight operations within 10 nm miles. An 80-nm-wide swath of some 
of the most heavily used airspace on the East Coast will be impacted. 
AOPA denounced the FAA's late release of notam establishing the 
Philadelphia TFRs. The notam did not come out until after 7 p.m. 
Wednesday. 

One of the TFRs (centered on the OOD vortac's 021-degree radial at 
14.4 miles) in Philadelphia will become effective at 9:10 a.m. local 
time on Thursday, July 24, and continue until 9:40 a.m. local. It will 
become effective again at 11:50 a.m. until 12:15 p.m. local. The other 
TFR (centered on the ARD VOR/DME's 210-degree radial at 9.4 miles) will 
be in effect from 9:35 a.m. until 11:55 a.m. local. See AOPA Online for

"President Bush is a pilot. It's time he understood what his security 
detail is doing to fellow pilots," said AOPA President Phil Boyer. 
"Presidential security personnel have only one constituent: the 
president himself. But Mr. Bush has millions of constituents, and now 
is the time for him to hear from them." AOPA is urging any pilot 
affected by presidential TFRs to write to President Bush and let him 
know how his security arrangements have impacted your activities. 
"Don't send an e-mail," said Andy Cebula, an AOPA senior vice 
president. "It might as well be junk mail. Send a letter. In 
Washington, a piece of paper carries a lot more weight." The White

In addition, AOPA is continuing to collect pilot reports of operational 
difficulties involving presidential TFRs. To submit a report, simply

(ILG), Perkiomen Valley (N10), Kroelinger (29N), Red Lion (N73),

AOPA recommends that any pilot planning to fly in the Philadelphia 
area on Thursday check the notam carefully. Because TFR airspace 
frequently changes, AOPA strongly encourages pilots to obtain a 
briefing and check notams before every flight. Violators will be 
intercepted and forced to land.
