DATE:   October 11-13, 2002

EVENT:    Manassas Airport will host an Airshow between October 11, and 
October 13, 2002.  The Airshow will include Parachute Jumps and High 
Performance Aerial Demonstrations.  During the Parachute Jumps, Temporary 
Flight Restrictions (TFR) are in effect within a Five Nautical Mile Radius 
below 12,500 AGL around the Manassas Airport.  During the High Performance 
Aerial Demonstration, the TFR is in effect within a Five Nautical Mile Radius 
below 6,000 AGL around the Manassas Airport.

OPERATIONAL IMPACT: 

Washington Dulles Airport South Operation: The Manassas Airshow will have a 
minimal impact on Dulles arrivals during both VFR and below Visual Approach 
(ceilings 4,000 to 5,000 feet/ visibility 5-7 miles) conditions.  Normal 
mile-in-trail restrictions will apply.  

Dulles departures during a South Operation can expect increased taxi times 
with possible delays between 15 and 30 minutes due to a single departure flow 
off the airport.  The single flow is required in order to depart westbound 
and remain clear of the Manassas TFR.    

Washington Dulles Airport North Operation: The Manassas Airshow will have a 
significant impact on Dulles arrivals during a North Operation.  The TFR will 
encompass both the Runway 01Left and 01Right final.  During VFR conditions 
the Dulles Airport Arrival Rate (AAR) will be reduced to 30 aircraft per 
hour.  This reduced rate will be required in order to keep the Runway 01R 
final north of the TFR.  Arrivals to Runway 01L will be limited due to the 
altitude of Dulles arrivals from the West.  During Less than Visual Approach 
conditions at Dulles Airport, expect airborne holding at the outer fixes and 
possible Ground Stops.  These initiatives are necessary due to the TFR 
encompassing both the Runway 01L and 01R ILS Finals.    

Dulles Departures during a North Operation can expect normal taxi times.

Summary:  Washington Dulles Tower will make every effort to keep delays to a 
minimum.  Real-time coordination for the use of the TFR airspace will take 
place between Dulles Tower and Manassas tower through our Dulles Tower Events 
Coordinator located at Manassas.  Dulles will remain in a South Operation 
during the Arrival Banks and in a North Operation during the Departure Banks 
as long as the tailwind component remains 10 knots or less.
