[JYO] Clarification Please on auto ECB relief for 30 days from letter

Actually, I think the date is Dec 19 ... and we will clarify with the exact 
legal detail once we have ascertained such.  Much will change in this period, 
since the Sec of Transportation will have to intercede with a new NOTAM if 
the prohibition is to continue.
