[JYO] Annexation Clarification for Leesburg (JYO) Airport Users...

The Leesburg Airport is currently a peninsula into the County of Loudoun.
The land on the three sides of the runway are currently zoned A-3, which is
residential. For us to insure that the airport is protected and to provide
needed business revenue for the Town, that area needs to be brought into the
town because only than can it be developed as business property. That is due
to the fact that only Leesburg has the ability to deliver water and sewer
service to those properties. Without water and sewer it will be subject to
service by well and septic - which is not appropriate for business
development. Than the landowners would have no choice but to develop
residential units on the land.

For over ten years this property has always been designated for business and
office development that would be compatible with our airport and enhance the
airport's business opportunities. This is a critical issue to the future
economic vitality of the Town of Leesburg, thus critical to the airport and
its users.

At the airport comission meeting last night it was stressed that users of the
airport should try and attend the hearing as the proposed annexation could
have an effect on Leesburg Airport Operations. The hearing date will be added
to the LeesburgPilots.com calendar as well.

The following press release was sent out today:

"George Atwell, Chair of the Town of Leesburg's Annexation Committee and
Mayor B.J. Webb have announced a public briefing on the proposed annexation
for town residents, the proposed annexation area's residents, property
owners, and all other interested persons. The Loudoun County Board of
Supervisors and staff will also be invited to attend this presentation as
well.

The presentation will be held on January 9, 2002 at the Leesburg Hall,
located at 215 Loudoun Street SW at 7:30 pm.

Atwell said, "We need a large facility to accommodate the community and to
have ample room for staff and Committee presentations. The main purpose is
to present as much information as possible and answer questions from those
attending."

Mayor Webb said it would be unfair to the community to ask for input on a
plan before the entire proposal is presented and explained. "We think it is
important to the community to hear as much as possible about the proposal and
the reasoning behind it before any public hearings are held," she stated.

According to Atwell, the initial proposal may be amended prior to submission
to the State Commission on Local Government, and even later as the review
process moves forward. "All interested parties will have adequate time to be
heard before final decisions are made," he continued.

Mayor Webb said, "The negotiating team feels it is very important not to rush
the input process until the proposal has been fully presented in an
environment that has adequate space and does not conflict with citizen's
holiday plans."

END OF PRESS RELEASE

Additionally, the Board of Supervisors has scheduled a public hearing on
Monday January 14th at 7:30 pm in the County Board Room on annexation.
Interested parties are urged to attend and participate.
