Plain-language guidance on notams
Authorized and unauthorized general aviation operations
Compiled by the AOPA Air Safety Foundation
General Aviation Operations in the National Airspace System (NAS)
Current as of 0000Z 22 September 2001
VFR Operations
Authorized
Within Alaska and Hawaii without restriction
Within the remaining NAS with exceptions
Flight training - outside enhanced Class B
Limited to piston-powered single and multi-engine aircraft of 12,500 lbs or
less gross weight
For any certificate or rating
Flight Reviews and Instrument Proficiency Checks
Takeoffs & landings including Touch & Gos
All unpowered aircraft
Flight training - inside enhanced Class B
Note: Only flight training operations are authorized and must have a CFI on
board.
Limited to piston-powered single and multi-engine aircraft and rotorcraft of
6,000 lbs or less gross weight
For any certificate or rating
Flight Reviews and Instrument Proficiency Checks
Takeoffs & landings including Touch & Gos
Not Authorized
Within enhanced Class B, except flight training operations.
Within Temporary Restricted Areas
Flight Training in turbine, turbojet, and any aircraft of 12,500 lbs gross
weight or higher
Flight within the Boston enhanced Class B airspace, including flight training
Caution: There are many TFRs. Some existing TFRs are changing and new ones
are created daily. Currently, aircraft are prohibited from flying within 3nm
at and below 3,000' AGL of collegiate and professional sports events and any
open-air assembly of people. Flying above 3,000' AGL while en route will keep
you out of that restricted airspace, but there are other published TFRs for
some areas above 3,000' AGL. Pilots MUST check TFR status before each flight.

Caution: For flights in the vicinity of New York City and Washington, DC: ALL
Part 91 flight operations are prohibited within 25NM of the JFK VOR and
within 25NM of the DCA VOR (see the TFRs).

Banner Towing
CFR 91 Sight Seeing Operations Conducted for Compensation or Hire (Pursuant
to the exception in 119.1(e)(2)) within enhanced Class B airspace.
Traffic Watch Operations
Airship/Blimp Operations
News Reporting Operations
IFR Operations
Authorized
Within the NAS with exceptions
IFR operations provided aircraft is on an IFR flight plan.
IFR Flight Training provided the aircraft is on an IFR flight plan.
Not authorized
Flight within Temporary Restricted Areas (TFRs)
Caution: There are many TFRs. Some existing TFRs are changing and new ones
are created daily. Currently, aircraft are prohibited from flying within 3nm
