[juneau-lug] overquoting

Well, you and Toby both needed your messages approved, with 57% and 58%
quoted content respectively.  What I've done is set the threshhold for the
test at 50 lines - if the total message length is under the threshhold, no
quote checking is done.  If it's over that limit, please edit your replies
(remove the "This is the Juneau-LUG mailing list.." etc.)

It's just good netiquette not to overquote, but the threshhold for this
list is easily modified if enforcing it proves too troublesome.
