So that goes in the serial port - what plugs into the electrical system? 
  Is there an adapter that sits between the light and the outlet or 
something?  Does it control that whole circuit, or individual devices on 
the circuit?

And how do you sleep nights ordering from those pop-up tyrants? <g>
