I would say it depends on how you define temporary.  For example, if I
worked for Acme Technical Services for 2 years on multiple assignments I
would write it up like one big job under Acme Technical Services with
possibly a bullet point for each assignment.  If I worked at Acme Toys for
multiple temp agencies I would write that up as one big job under Acme
Toys bulleting the highlights of the roles without highlighting each temp
agency.  If I worked for multiple temp agencies at multiple organizations
I would group it like one big job such as Temporary Technical Services and
have bullet points highlighting the roles you filled without highlighting
each temp agency.  If you have had short term temp jobs that filled
between permanent positions I would consider leaving them out completely. 
Remember your resume is designed to highlight your skills in order to get
you a great job - it is not a tell all, nitty-gritty document.
