[jsfg_cinti] local tax deduction on severance pay

My severance is being paid over a period of time.  The company is deducting 
local taxes from each check for the city in which they do business.  I do not 
reside in that city and the area I live in does not have a payroll tax.  I have 
asked the company to stop the deduction but have not heard back from them.  I 
will now have to file a city income tax form to get a refund of that money and 
if they continue, will have to file at the end of 2002.  Can they continue to 
withhold?
