DUTIES: 
The incumbent serves as Chief, Document Development Branch (DDB).  DDB develops 
recommended occupational safety and health standards based on knowledge of 
health and safety risks and technologic feasibility; coordinates testimony in 
response to the Department of Labor, Environmental Protection Agency, and other 
Federal and State agencies' rulemaking; incorporates recommended work 
practices, engineering controls, and available evidence of technological 
feasibility into documents and testimony; analyzes the economics of 
occupational safety and health interventions; maintains the NIOSH Docket 
Office; provides editorial support for NIOSH publications; and conducts policy 
review of other Divisions and internationally produced documents.  Incumbent is 
responsible for the following:   planning, direction and management of Branch 
operations; formulating, developing and directing a broad document/policy 
development program.  Directs the preparation of criteria documents, current 
intelligence bulletins, alerts, and various other NIOSH policy statements.  
Supervisory responsibilities include leadership of an interdisciplinary group 
of scientists (toxicologists, chemists, industrial hygienists, physical 
scientists, biologists, editorial staff, and administrative staff), setting 
priorities and assigning work to be accomplished to meet these priorities.   
Also gives advice, counsel and instruction to individual employees on both 
scientific  and administrative matters, interviews, recommends appointments, 
promotions and reassignments, hears and resolves complaints from employees, 
effects minor disciplinary measures such as warnings and  reprimands and 
identifies developmental and training needs of employees and provides or makes 
provisions for such development and training.  Represents NIOSH at various 
national and international meetings and committees concerned with 
document/policy development and other issues related to occupational safety and 
health.  Addresses national and international meetings on various issues 
related to the work of the Document Development Branch.  Testifies at 
Department of Labor (DOL) regulatory hearings.  Provides consultative advice to 
senior executives (SES) in the Director's Office of NIOSH, other governmental 
agencies, universities, companies, trade associations and labor unions 
regarding DDB activities.
 
QUALIFICATION REQUIREMENTS: 
GS-401: Candidates must show successful completion of the requirements 
prescribed in either A or B:  (A)  Candidates must have successfully completed 
a full 4 year course of study in an accredited college or university leading to 
a bachelor's or higher degree with major study in biological sciences, 
agriculture, natural resource management, chemistry, or related disciplines 
appropriate to the position.  OR  (B)  A combination of education and 
experience - Courses equivalent to a major, as shown in A above, plus 
appropriate experience or additional education.   GS-601: Candidates  must have 
successfully completed a full 4 year course of study in an accredited college 
or university leading to a bachelor's or higher degree with major study in an 
academic field relating to the health sciences or allied sciences appropriate 
to the work of the position.   GS-1301:  Candidates for  must show successful 
completion of the requirements prescribed in either A or B:  (A)  Candidates 
must have successfully completed a full 4 year course of study in an accredited 
college or university leading to a bachelor's degree in physical science, 
engineering or mathematics that includes 24 semester hours in physical science 
and/or related engineering science such as mechanics, dynamics, properties of 
materials, and electronics.  OR  (B)  At least 24 semester hours of courses 
equivalent to one of the majors as shown in A above, plus appropriate 
experience or additional education.  Since this position has a specific 
education requirement, all applicants must verify completion of this basic 
education requirement by submitting a copy of college transcript with the 
application. In addition, candidates must have 1 year of specialized experience 
equivalent to the next lower grade.
 
Specialized Experience is that which is directly related to the position and 
which has equipped the applicant with the particular knowledge, skills, and 
abilities (KSAs) to successfully perform the duties of the position, such as 
experience would have demonstrated the ability to apply qualitative risk 
assessment techniques to evaluate and interpret a broad range of scientific 
data, including epidemiologic, toxicologic, exposure assessment and control 
technology data in order to develop occupational safety and health materials, 
such as criteria documents, hazard reviews, hazard controls, and educational 
materials.
 
KNOWLEDGE, SKILLS and ABILITIES (KSAs): 
 
KSAs are the specific characteristics that applicants should possess in order 
to perform the major duties of the position.  Applications should address the

1.      Ability to apply qualitative risk assessment techniques to evaluate and 
interpret a broad range of scientific data, including epidemiologic, 
toxicologic, exposure assessment and control technology data.
2.      Ability to apply the principles, practices and techniques used in 
conducting epidemiologic, toxicologic and/or exposure assessment studies 
related to diseases, disorders and injuries associated with occupational 
exposure.
3.      Ability to manage, supervise, direct and evaluate a diverse staff of 
scientific, technical, and administrative personnel to assure accomplishment of 
specific programmatic objectives.
4.      Skill in organizing and leading multidisciplinary teams/committees in 
order to develop occupational safety and health materials, such as criteria 
documents, hazard reviews, hazard controls, and educational materials.
5.      Skill in conveying scientific information to a broad range of 
audiences, including scientists, government agencies, employers, workers, and 
the general public.
