POSITION INFORMATION: Writer-Editor, GS-1082-9/11/12/13

WORK SCHEDULE: Full-time

LOCATION OF POSITION: This position is located in the U.S. Environmental
Protection Agency (EPA), Office of Research and Development (ORD), National 
Risk
Management Research Laboratory (NRMRL), Resources Operations Staff (ROS),
Cincinnati, Ohio.

DUTIES AND RESPONSIBILITIES:

This position is located in Cincinnati, OH and under the leadership of the
National Risk Management Research Laboratory and the Office of Research and
Development (ORD). ORD conducts research leading to the reduction of
uncertainties in the assessment of health and ecological risk including risk
assessment guidelines, methodologies, and databases and models that are used 
as
standard reference works. The incumbent will provide services to the 
National
Risk Management Research Laboratory (NRMRL), the National Homeland Security
Research Center (NHSRC) and other laboratories/programs located at the 
Andrew W.
Breidenbach Environmental Research Center. The selected candidate will
coordinate internal and external communication and media relations to the
technical and non-technical public. This position is responsible for 
generating
suitable and appropriate communication products using the full range of mass
media
for both EPA and non-EPA populations. Prepares and assist in executing 
internal
and external communication plans. Develops and recommends communication
strategies that include the identification of the target audience, the
development
of key messages and the evaluation of the best means of communicating those
messages (newspapers, radio, television, trade press, etc.) to meet defined
objectives. Obtains appropriate clearances of management. Actively 
interviews
managers and researchers in order to generate the communication tools 
necessary
to
communicate research activities and findings to various technical and
non-technical audiences. Provides draft communication products (fact sheets,
news releases, advisories, talking points, speech material, memoranda, etc. 
as
needed) focusing on scientific documents, research reports, and 
presentations on
EPA-Cincinnati research activities. Products may address complex scientific
issues that use advanced scientific terms in a precise context where 
editorial
revisions may substantially change meaning. Works with scientist to 
communicate
technical information to the non-technical public. Works with the major
presentation, word processing, spreadsheets, and data bases required for ORD
communication (VOCUS, SCOUT, etc.).

Serves as media advisor for all AWBERC employees. Coordinates interviews, 
assist
in preparing responses, provides support to scientist during interviews. 
Reports
all media activities in VOCUS in a timely manner. Serves as the Project 
Officer
in
coordinating work via extramural vehicles which provide support in the area 
of
communication. Works cooperatively with ORD-Cincinnati web team and support
contractors to assure web communication is accurate and up-to-date for NRMRL 
and
NHSRC products. Builds positive relationships with editors, journalists and
leaders of activist groups. Establishes and maintains effective working
relationships with representatives of print and broadcast media; 
disseminates
information about AWBERC's (primarily NRMRL and NHSRC) programs and 
activities.
Works cooperatively with other Public Affairs Specialists to brief and 
maintain
open communication at all times. Serves as backup to other Public Affairs
Specialist on the execution of non-technical communication and other public
affairs related duties. Provide guidance to
EPA-Cincinnati/laboratories/centers/offices on communication, writing and 
editing

policies, procedures and practices for communicating with non-technical
audiences.
