The selected applicant will serve as an expert in IRS Information
Technology concepts, principles, and methods. The incumbent will
work on the Modernized electronic Filing (MeF) system. The incumbent
will be responsible for the following: Provide technical guidance and
assistance to Domain Leadership team, reviewing United Work Request
(UWR) to determine its impact on the MeF system, coordinate UWRs with
the business unit for implementation dates, accuracy of
specification, costing and impact, and integration into the existing
MeF system. The incumbent using the following software packages: XML
Spy, SQC, Text Pad, and Eclipse. Develop Schmas, style sheets, and
business rules for the MeF system. Provide management with written
project status updates, Section/Branch re-occurring reports, respond
to ITAMS problems, attend scheduled MeF meetings.
QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS: To be minimally qualified for
the GS-13, you must meet the basic requirements
below:
At least one year of specialized experience
equivalent to the next lower grade level of the
normal line of progression of this position in
the Federal government. Specialized experience is
experience that is related to the work of this
position and has provided you with the
competencies required for successful job
performance. Qualifying experience is experience
that demonstrated accomplishment of computer
project assignments that required a wide range of
knowledge of computer requirements and techniques
pertinent to the position to be filled. This
knowledge is generally demonstrated by
assignments where the applicant analyzed a number
of alternative approaches in the process of
advising management concerning major aspects of
ADP system design, such as what system
interrelationships must be considered, or what
operating mode, system software, and/or equipment
configuration is most appropriate for a given
project.
Qualifying education from colleges and universities in foreign
countries must be evaluated in terms of equivalency to that acquired
in U.S. colleges and universities. Applicants educated in whole or
in part in foreign countries must submit sufficient evidence,
including transcripts; to an accredited private organization for an
equivalency evaluation of course work, including grade and credit
conversion, and degree. You must provide a copy of the letter
containing the results of the equivalency evaluation as supporting
documentation. Failure to provide such documentation when requested
will result in lost consideration.
*Active Duty Military personnel must be within 120 days of discharge
or retirement.

appointed to a position in an executive agency of the Federal

If you are eligible and qualified, you will be assigned to one of
three category groups (A, B, or C) based upon the information
provided in your online application. Each category group represents a
quality level. Applicants assigned to category group A are
considered to be superior, applicants assigned to category group B
are considered to be highly qualified, and applicants assigned to
category group C are considered to be minimally qualified.
