Dear Sharon,
I believe it would be appropriate to put your
consulting experience on your resume if it is relevant
to the job for which you are applying .
Especially so if you have completed a significant
number of consulting assignments or just a few
assignments of particular significance in regards to
size or complexity.
If you have a paucity of experience it would probably
be best to leave it off of the resume.
