[jsfg_cinti] Security Clearance

Many of us who are looking for IT positions are stymied because we lack an 
active Security Clearance.

Does anyone in the JSFG know whether it is possible to obtain a Security 
Clearance without an employer to request it?

Can a clearance only be obtained when you have a specific job which will 
require it?

If it is possible, what is the cost in time and money?
