[jsfg_cinti] Question: Job Posting Practices

I've been job-hunting for a while and I notice that there are certain 
positions that get posted (on company websites and general Internet job boards) 
that 
either remain posted or continue to repost for long periods of time. Two 
specific examples I know of have basically been posted for more than a year.
These are specialized positions requiring specific education and experience. 
Based on my interviews and research on one of the companies, I know that they 
will only hire one person in that title and I also know that the position 
still has not been filled.  I believe it is an active posting because I and 
someone else I know have both been interviewed for this assignment. In fact I 
was 
called in multiple times for interviews with different members of staff.

The other position is also specialized and requires reference to a specific 
job code. Since I applied for the position, I still have the original posting, 
and I have noticed that all subsequent reposts of this position all have the 
exact same wording, including the job code. Again this is not the type of 
position in which they'd hire several people in the same title within a year's 
time.

The companies have been interviewing for the positions. Although the 
positions require specialized experience, they are not so specialized that it 
should 
take a year to find a good candidate (i.e., they're not looking for a Ph.D. 
expert in an obscure class of Diels-Alder reactions). 

Does anyone know why companies do this? or have an idea of what could be 
going on?
