Bill,

I've had several phone interviews (mostly recruiters), and I have yet to 
have someone press for an interview if it is not an opportune time.  As a 
matter of fact, most will set up the phone interview ahead of time; I'd be a 
little leery of a phone interviewer that insisted on talking to you when 
you're off guard.  Some may indeed think your 'off-guard' answers to be more 
honest, but most will recognize that they will get better information if you 
are prepared.

Another couple of tips I've heard: if possible, stand during the phone 
interview.  Interviewers can hear a difference in your voice, and you 
project better if standing than if sitting.  Likewise, remember to smile 
during the interview; interviewers can hear the smile over the phone as 
well.
