I have a mixed reaction.  I agree with the window of opportunity and
disagree with the method.

From what I've heard, many job-seekers do slow-down about this time, and
yes, many companies whose budgets are on a calendar year basis are
setting their budgets for the next fiscal/calendar year.

On the other hand, with recruiters and HR people buried in resumes now,
a shotgun approach will probably be ineffective.  I'd say pedal to the
metal on networking.
