Functional Areas General Description and examples of
responsibilities
Planning: Plan Capital Improvement Program (CIP) projects, including
sewerage of undeveloped areas, sewer replacement and upsizing; major repair,
replacement, and improvement of pump stations and wastewater treatment plants.
Design: Design CIP projects, including sewerage of undeveloped areas, sewer
replacement and upsizing; major repair, replacement, and improvement of pump
stations and wastewater treatment plants.
Construction: Supervise and provide field engineering services during
construction of multiple CIP and subdivision projects; coordinate construction
activities with contractors and with project managers of various MSD divisions;
oversee the work of construction inspectors; approve and process change orders
and invoices; lead and/or attend various project meetings including
pre-construction meetings.
Cost Estimation: Prepare and/or coordinate cost estimates for the
In-House Design Section on treatment and collection system projects, using
MC2ICE 2000 software. Provide conceptual, total bid price, and forecast
project costs. Conduct contingency and escalation analysis and maintain the
estimating software model.
Project Management: Project management for CIP, collection system and
facilities improvement projects, using consultant and in-house designers and
sound project management practices; project execution, coordination and
close-out; selection and management of consultant and in-house designers and
evaluation of their design performance. Preparation of Requests for Proposals
and general project task orders.
Sewer System Modeling: Use MSD�s System Wide Model to support a number of
programs, assess the efficiency of designs, develop flows to be used in final
designs, and evaluate various alternatives as projects are in the planning
phase.
Stormwater Management: NPDES Phase II permit compliance and enforcement; SMU
annual CIP development and planning; supervising technicians and other
professional staff responsible for various planning and NPDES-permitting
related activities.
Maintenance Reliability Engineering: Use reliability tools and strategies to
improve equipment reliability for wastewater treatment and flood control
facilities within the District. Preference will be given to those that
demonstrate familiarity with RCM, preventive and predictive techniques, root
cause analysis, planning, scheduling, inventory management, and maintenance
management software.
Plant Maintenance Engineering: Support the MSD maintenance reliability program
through the review of specifications, in-house design, complex troubleshooting,
contractor coordination, field support, review of submittals and drawings, and
evaluation of project alternatives.
Instrument and Controls Engineering: Support the MSD maintenance reliability
program through the review of
specifications, in-house design, complex troubleshooting, contractor
coordination, field support, review of submittals and drawings, and evaluation
of project alternatives.
SCADA/Instrumentation: Provide Supervisory Control and Data Acquisition
(SCADA) support in operations and management of collection and treatment
systems. Oversee and manage SCADA construction projects. Review specifications
and perform in-house design, troubleshooting. Provide field support. Purchase
and maintain hardware and software to support SCADA group.
Private Development and Review: Review concept and detailed
construction plans for compliance with various Coordination rules, regulations
and permit requirements; evaluate proposed projects with respect to sewer
capacity and impacts upon existing systems and infrastructure; coordinate
activities with various departments, agencies, and local jurisdictions.
Industrial Waste: Approve plans and specifications for industrial
pretreatment systems; perform technical evaluation of industrial
manufacturing/commercial operations for impact on the wastewater treatment
system; develop, monitor, and assess performance metrics for the pretreatment
program; oversee the Fats, Oil, and Grease (FOG) and Waste Hauler Programs and
Storm Water activities; oversee the Permits and Compliance Section.
Wastewater Collection Systems Operations: Operations including CIP plan
reviews, and the oversight of contractor repair crews, trenchless technology
programs, special investigations, SSO and CSO monitoring and reporting, and
facility improvements.

QUALIFICATIONS:
Senior Engineer - Must be a registered professional engineer in the State of
Ohio, or in a state with equivalent registration requirements. If not
registered in Ohio when appointed, Ohio registration must be obtained within
your first year.
Engineer Intern - Must possess a bachelor's degree in engineering from an
accredited college or university, or possess an Engineer-in-Training
Certificate from any state. After ten years in the EI classification without
passing the Professional Engineer registration, the incumbent will be
reclassified to the Senior Engineering Technician classification.
For both positions, you must possess or be able to obtain a valid Ohio driver�s
license. All required experience must have occurred within the last (5) five
years. You are required to show your valid driver's license to the Human
Resources Department staff NO LATER THAN THE DEADLINE DATE FOR FILING
APPLICATIONS. Must be a Hamilton County resident at the time of appointment.
